Beyond 545: Israel's Other Registered Campaigns
Project 545 is one budget: 545 million shekels, eight registered agents, two ministries. It is not the whole picture. The engagements below are documented from their own FARA filings and are kept deliberately separate from the Project 545 count: different money, different principals, different purposes. Some principals are organs of the state, one is a subsidiary of a state-owned enterprise, and one is a private think tank that swears independence in its filings. Every engagement here is lawful and registered; no wrongdoing is asserted by anyone named. American advocacy organizations are not foreign agents and appear nowhere on this page. GlobalPoint International, for Stark Aerospace / IAI
The defense track, FARA #7518A Virginia firm registered to build the relationship of Israel Aerospace Industries, via its Mississippi subsidiary Stark Aerospace, with "the Trump-Vance Administration, Congress and across the US government," at $45,000 a month plus a $100,000 expense pool, with a named-agency target list including the Missile Defense Agency and a provision for op-eds under "influential third-party voices." The filing's appendix describes IAI as a state owned enterprise of the Government of Israel. Responded on the record August 5, 2026: confirms the engagement, frames its registration as elected "out of an abundance of caution," and declines per firm policy to discuss specifics. Its next supplemental statement will itemize government contacts under oath.
PLUS Communications and Weber Shandwick, for the Ministry of Finance
The credit desk, FARA #7107 and #7394Twin engagements for Israel's Ministry of Finance: PLUS Communications with published rates and political activity marked yes; Weber Shandwick, an Interpublic Group agency, handling investor relations around Israel's debt offerings, rates sealed, political activity marked no, with an accompanying media buy. The same senior deputy accountant general appears across both files. The audience is bond markets: the campaign to keep the borrowing cheap. Mercury Public Affairs, for the Misgav Institute
The $5,000 blueprint, FARA #6170A one-month, $5,000 engagement, signed for Mercury by former US Senator David Vitter: distribute a report co-authored by Gilad Erdan, Israel's former Ambassador to the UN, arguing for American disengagement from the United Nations, to the foreign-policy committees, both Appropriations subcommittees, the NSC, State, OMB, and the US Mission to the UN, followed by a three-day Washington fly-in in late July 2026. The filing swears Misgav is an independent think tank, not financed or directed by any government, and that characterization is reported as sworn. The compliance is exemplary: contract attached, report filed same day, the 4(b) label printed on the report's cover. Mercury's next supplemental will itemize the fly-in meetings by office and date. Comment requests in preparation.
Why this page exists: the cleanliness of the disclosure tracks the audience. Defense committees and bond desks get contracts with visible fees; the general public gets mesh websites and texting personas. Same principal country, different manners for different rooms.
Methodology
Sources and tiers
Tier A: sworn federal filings in DOJ's FARA database, read in full and linked directly throughout this site. Tier B: published reporting, credited by name. Nothing here rests on anonymous sourcing.
Our calculations, labeled as ours
Any figure not printed in a filing is our computation from that filing's own itemized appendix, marked with an asterisk. Principal example: the Show Faith by Works supplemental swears total disbursements of $3,333,191.86; our parse of all 742 appendix lines found every transaction listed an even number of times, zero exceptions, for deduplicated actual spending of exactly $1,666,595.93, precisely half the sworn figure. A clerical origin for the duplication is plausible and is noted wherever the finding appears. The company did not respond to detailed questions by the stated deadline.
What this tracker does not claim
No assertion of candidate advocacy, race targeting, electoral intent, coordination with any US campaign, or unlawful conduct by any person, except where a filing itself discloses a fact. Sequence is not causation; open questions are labeled as questions; lawful conduct (disclosed personal political contributions, commercial registered agents, timely registrations) is identified as lawful.
Comment and corrections
Every registrant receives detailed questions with a stated deadline before coverage naming them publishes; responses are added in full, and non-responses are dated. Documented errors are corrected loudly, not quietly, and logged on the Updates page. Corrections with documentation: localtip@proton.me.
